The skills journey is a framework that will help employers, individuals and training providers to define the key skills and capabilities at each level of data literacy, supporting them to:

  • recognise existing data skills and areas where they could improve;

  • plan for future requirements and make informed skills investment decisions; and

  • develop learning resources that support this.

The framework aims to support opportunities for reskilling and upskilling, addressing the needs – and gaps – that have been identified through our research. The skills and competencies detailed under each theme are therefore not intended to be an exhaustive mapping of each discipline, but rather highlight the key requirements and opportunities that can enable workforce development.

Levels of data literacy

The framework identifies four overarching levels of data literacy: Data Citizens, Data Workers, Data Professionals, and Data Leaders.

Themes

Each skill/competency within the Framework has been categorised according to its broad theme within the data ecosystem.

Skills and competencies

The framework categories are broad but provide a general overview of the key skills/competencies required for delivering data-driven innovation.

Upskilling pathways

The aim of these upskilling pathways is to illustrate how individuals might become a Data Citizen, Worker, Professional, or Leader.
